English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, English councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of authorities seeking to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

This research of councils in the key cities group, which includes several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of young people and adults requiring Send support.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) covering English councils, many participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures highlights the extent of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey found.
